Your Role: A Vice President in the Capital Program Department (CAP) oversees and directs the activities of Project Managers in the department, and reports directly to Senior Vice Presidents of CAP. This position is responsible for management and oversight of Engineers, Architects, Landscape Architects, Planners, consultants, contractors, construction managers, and Project Support Staff in the execution of all aspects of design and construction for a variety of projects in New York City. Project types include hospitals and health facilities, waterfront development, buildings - new construction and renovation, major infrastructure development, and public open spaces.

The Vice President will be responsible for the supervision and implementation of a portfolio of approximately 7-12 active capital projects with a total project value of approximately $500 million.

Essential Duties and Responsibilities:
  • Interface with senior staff level officials at related City, State and Federal Agencies.
  • Anticipate regulatory and approval processes as well as critical path work flow to ensure positive project momentum.
  • Monitor and ensure project goals, including budget and schedule, are met.
  • Provide project supervision of departmental Project Managers, and advise/direct on a continual basis to ensure proper momentum and path.
  • Ensure reporting Project Managers are oriented to their position and provided with appropriate training development and continuing education. Monitor performance, provide coaching and feedback on an ongoing basis.
  • Lead and influence project teams to achieve desired outcomes.
  • Represent NYCEDC at professional and public forums.
  • Correctly interpret and apply NYCEDC policies and procedures.
  • Communicate effectively and inclusively at all levels of the organization.
  • Collaborate effectively with internal and external stakeholders.
  • Create, build and develop effective working relationships with consultants and Agency officials.
  • Delegate and assign work as appropriate to employees' capabilities and NYCEDC needs.
  • Continuing Education in the fields of Architecture, Landscape Architecture, Engineering, and/or Urban Planning, as appropriate.
  • Other departmental duties as assigned.

Qualifications:
  • Master's Degree or equivalent
  • 9-15 years of professional design and construction management experience and progressively responsible managerial experience.
  • General computer skills, project scheduling (i.e. MS Outlook, Word, Excel, PowerPoint, Project).
  • Professionally licensed in New York State as an Architect (R.A.), Landscape Architect RLA, Engineer (P.E.), AICP Certified Urban Designer (CUD) or licensing in progress.
  • Very strong written and verbal communications skills.
  • Ability to work in a team environment.
  • Ability to solve problems and effectively respond to crises and emergencies by mobilizing and directing appropriate resources.
  • Ability to work effectively in an atmosphere of rapidly changing priorities.
  • Significant project management experience on complex public projects, including budget/financial oversight.
  • Significant previous experience managing design and construction professionals, including contract oversight.
  • Applicable experience working in New York City government, or at other levels of government
  • Understanding of NYC funding, procurement and contracting requirements
  • Familiarity with the NYC construction industry, its practices, methods, and unique challenges
  • Demonstrated leadership and staff management experience including effective task delegation, and ability to manage multiple tasks and deadlines
  • Ability to focus on ‘big picture' issues while simultaneously understanding critical details.
  • NYC residency within 180 days of hire.
