The Special Assistant (Diversity, Equity & Culture) will manage the Diversity, Equity & Development Department consisting of the Diversity and Inclusion Office, Contract Equity Office, and Employee and Organizational Development functions at East Bay Municipal Utility District (EBMUD). This position manages a staff of 14 professional, technical and administrative staff who are responsible for the ensuring equity in EBMUD hiring and contracting practices, EEO investigations and regulatory reports, and supporting a training program that includes staff development and cultural inclusiveness.

This position will report directly to the General Manager, is a member of the Senior Management Team, and will play a critical role in advising the Senior Management Team on matters of cultural awareness and equity in all issues throughout the organization. The position will interact with the Board of Directors as well as staff at all levels of EBMUD.

The ideal candidate will have:
• Experience developing and/or managing a diversity, equity and inclusion program;
• Experience in corporate change management;
• Experience in managing a corporate employee and organizational development program;
• Experience overseeing a contract equity program;
• Excellent communication and presentation skills;
• Innovative thinking in developing programs to support social equity issues and training programs;
• Models behaviors that demonstrate stewardship, integrity, respect and teamwork;
• Excellent emotional intelligence;
• Strong management, leadership, and supervisory skills.

The annual salary is $150,084 up to $216,780. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($195,108 per year).

Candidates must have a Bachelor’s degree in business administration, public administration, human resources management, industrial/organizational psychology, or in a related field; and five to ten years of responsible supervisory or management experience in affirmative action, diversity and inclusion, employee development, and/or contract equity.
