In accordance with College policies and procedures, the Sourcing Manager is responsible, as an agent of the College, for the procurement of a wide range of materials, equipment and services. Negotiates long and short-term procurement contracts providing value and favorable terms to the College. Manages the activities of Sourcing Team members. Provides guidance to members of the community regarding sourcing.

Key Accountabilities

Leadership, Best Practices, Process Review - 20%
Provides leadership to the Sourcing Team within the Procurement department and the campus as a whole on best practices and tools regarding analysis, negotiating and contracting.
Convenes and leads working groups and cross-functional teams to review policies and processes that impact sourcing at Dartmouth and develops recommendations to improve efficiencies.
Conducts studies of best practices to streamline processes for the procurement of a wide range of commodities.
Analyzes specific procurement needs and spending patterns. Examines how commodities have been acquired, utilized, and disposed of on a College wide-basis and their associated costs.
Develops specific short and long range commodity objectives with a view toward reducing the costs of materials, equipment, and services for the College's user departments.

Sourcing - 40%
Conducts sourcing for key services and materials, developing competitive contracts and agreements with vendors.
Seeks out, evaluates, develops, and maintains a reliable vendor base to provide required material, equipment, and services to meet the College's present and future needs.
Exercises independent judgment in committing College funds for the procurement of a wide variety of material, equipment, and services.
Uses knowledge of procurement processes and practices to improve sourcing, bidding, negotiating and contracting for the College.
Consolidates annual requirements for materials and equipment common to several College departments, determines definition of items required, and investigates possibility of improving quality without price increases or substitution of a lower-priced item to accomplish the same function.
Manages a wide range of commodity classes and services, both directly and indirectly, by providing support to Contract Manager(s), Buyer(s), and Procurement Specialists.
Provides advice, prices, lead times, and product information to user departments.

Contract Management and Review - 20%
As an agent of the College, has procurement authority for contracts and purchases up to an unlimited amount.
Manages contract relationships with suppliers.
Establishes clear expectations for vendors, monitors vendor performance with end users, and manages vendor performance to meet expected goals.
Provides contract review and guidance to departmental staff and College departments before and after conclusion.
Collaborates with the Office of General Counsel on complex contract issues.

Customer Service and Support - 5%
Promotes and explains sourcing principles, processes and tools such as life-cycle costing, bidding and supplier relationships to the Dartmouth community.
Ensures positive and productive relations with the College community by assisting end users, managers and senior leaders in understanding sourcing best practices.
Works in coordination with end users to determine their purchasing needs and meeting their requirements. Forms Customer Procurement Teams ( CPT ) with key end users when sourcing categories.
Represents the Procurement Department to the College community.

Ethics and Community - 5%
Advances ethical relationships with suppliers and College personnel. Protects the College's reputation for fairness and integrity in all transactions with suppliers.
Maintains a positive College image with vendor by communicating with vendor representatives promptly.
Promotes fair and ethical buyer/seller relationships, always having the College's best interests in mind.
Promotes small and minority businesses. Supports local suppliers in the best interest of the institution.

Training and Mentorship - 7%
Advises other department staff and end users on the resolution of unusual or complex sourcing problems.
Provides training to groups and individuals as necessary within the department and across the campus related to sourcing.
Mentors others in the department on tools, policies and direction related to sourcing.

Professional Development - 3%
Remains abreast of market conditions regarding competitive situations, alternative supply sources, material and equipment costs, price trends, technical data, and informs members of the sourcing team where appropriate.
Attends professional meetings, makes vendor visitations when appropriate, reads relevant materials, and regularly communicates with purchasing professionals at other colleges, universities, and private industry.
