The Senior System and Data Operational lead is accountable for clinical development technologies including eCOA and other forms of data acquisition (imaging, central lab). The position will effectively work with senior stakeholders to influence proper design and standards use amongst technologies of ownership. The Senior Manager will help develop a data science strategy focusing on the management and handling of varying, complex data sources (including MHealth, EHR,). This strategy will establish best practices in partnership and collaboration with IS, Data Management, Site Management, CFOR, CFDA, and study teams to deliver data governance rules, cleaning, and medical review. Under close partnership with IS, the role will be an expert in building new capabilities to bring efficiencies and automation in data storage and integrations through clinical data lake technologies.

Responsibilities:
  • Provide strong stewardship in guiding team members, including external functional staff in prioritization and delivery of accountable clinical trial systems
  • Accountable to advance operational efficiency through new creative solutions, data integrations, and diligent vendor oversight
  • Drive new ideas forward and lead capital (funding) decisions to make strategic technology investments with IS
  • Serve as part of the Clinical Systems Analytical Reporting Leadership Team
  • Proven ability to lead a team, including those under the organization structure of direct line management of internal staff and functional service provider
  • To be an expert in data governance, data relationships/rules in order to develop strategies and help make technical investments which aid in the processing of new data types, inclusive of data sources from Electronic Health Records (EHR), Real-world Evidence (RWE), and medical health applications/systems
  • Support GDO Functional Leadership members by providing credible and innovative solutions which will best serve Amgen's clinical portfolio
  • Accountable for all aspects of data acquisition services by ensuring timely release of dependent system technologies (labs, images, central labs), and quality oversight to meet study timelines
  • Promote innovation, by acting as a strong advocate for automation and the advancement of new technologies to streamline services
  • Be a central POC for Global Network and Continuous Improvement efforts which have focus to data mapping and handling. including making resource and prioritization decisions to support overall roadmap
  • Leverage deep understanding of business processes to search for new methodologies which will drive efficiency, quality, and compliance
  • Act as a subject matter expert, be a single point of contact and escalation source for non-EDC data related issues and development activities
  • Lead the delivery of non-EDC systems to support study teams, which will focus on establishing industry leading processes related to data requirements, testing, and deployment to meet aggressive study timelines
  • Develop robust integrations and build advance data marts with IS to host clinical data results and operational data which will serve dependent processes and reporting
  • Advance report capabilities through refinement of existing processes and use new technology to develop prototypes to drive forward efficiency, map data relationships (i.e. trending, correlations), and adapt to changing business landscapes


Leadership:
  • Set a clear vision and strategy for the reporting network, keeping the team aligned to functional goals and commitments
  • Strong mentor and coach to fellow CSAR colleagues, contractors and vendors providing an environment of shared learning, quick decision making (D-A-I principles), and teamwork
  • Avid, contributing member of the CSAR leadership team setting strategic course to future state reporting, defining functional goals, communicating and addressing team risks, and having a strong sense of ownership over reporting network (domain)
  • Take risks and make bold statements based on outcomes from data-driven analysis


Basic Qualifications:

Doctorate degree and 2 years of clinical experience
OR
Master's degree and 6 years of clinical experience
OR
Bachelor's degree and 8 years of clinical experience
OR
Associate's degree and 10 years of clinical experience
OR
High school diploma / GED and 12 years of clinical experience
AND
2 years of managerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources

Preferred Qualifications:
  • Master's degree or equivalent in data analytics or data science, computer science, business administration or related discipline
  • 5+ years work experience in life sciences or a medical related field
  • Strong leadership skills demonstrating the ability to champion new ideas and challenge the conventional mindset and status quo in order to bring to life improved methods of analytical reporting and services
  • Direct line managerial experience, including past experience with employee performance discussions, coaching, mentoring, and guiding others within function
  • Strong analytical acumen to be able to identify trends, patterns, and leverage data forensics to draw conclusions
  • Deep understanding of data mart technologies (i.e. data bricks)
  • Recognized as a leader and subject matter expert in data handling especially. those related to RWE/RWD/EHR. Familiar with data standards such as FIRE
  • Ability to take risks and influence key stakeholders new ways of thinking or working leverage objectivity through data results
  • Exemplary customer service skills, as demonstrated in being able to pivot quickly to emerging or changing business requirements while leveraging business relationships to maximize product delivery
  • Experience in working under a sourcing model which holds global contracted staff accountable for report delivery and associated SLAs
  • Seasoned knowledge and experience in the use of performance management techniques (e.g. Six Sigma), analytical models, measurements and visualizations to adequately present metric data in a cohesive manner
  • Excellent communication and listening skills to stakeholders, technical community, and fellow CSAR peers in order to make thoughtful decisions, which will advance reporting solutions, influence directional positions, and address risks
  • Be highly self-driven with a strong work ethic focused on results and high-quality outputs
  • Expertise in vendor management and resource management, used to assess workload capacity and monitor functional responsibilities
