Position Summary:

Manage benefit policies, programs, and systems including health and welfare, wellness, leave of absence and workers compensation programs. Manage related compliance reporting. Regularly interface with employees, vendors and key stakeholders to resolve issues.

Primary Responsibilities:

  • Manage tactical aspects of employee health and welfare programs and policies. Maintain and ensure accuracy and compliance with records for qualifying event changes. Maintain all benefits documentation including plan documents, amendments and summary plan descriptions; assure plans are in compliance with legal and ERISA requirements.
  • Manage COBRA administration and LOA requests and related reporting.
  • Work in conjunction with employees and external vendors to research and resolve benefits inquiries.
  • Work in conjunction with Payroll to ensure accuracy of enrollments, deductions, and billing.
  • Work in conjunction with external vendor to develop communication materials for open enrollment.
  • Works with external consultants, vendors and internal departments on benefits strategic planning and on the annual benefits open enrollment process.
  • Present benefits-related information for new hire orientation and open enrollment.
  • Manage and communicate the HSA medical plan, including maintaining accurate funding data for Payroll.
  • Participates in strategic planning for benefit budgeting, marketing and renewal and in the open enrollment processes.
  • Complete annual benefits survey and other related compliance reporting (e.g. Form 5500, ACA, etc.).
  • Develops, implements and manages the wellness program, including employee communications, budget, presentations, intranet content, and vendor management.
  • Processes monthly benefits invoices, reconciliation and accruals.
  • Manages and maintains oversight of the I-9/e-Verify process and system; conducts audits to ensure program compliance.
  • Manages Workers Compensation including claims submission, employee support and recordkeeping. As needed, work with Human Resource Business Partners and/or Legal on Workers Compensation, Leave of Absence and work accommodation issues.
  • Ensures accurate employee data is maintained in HR system(s).
  • Participates in, supports and contributes to the strategic direction of HR systems and operations; recommends process improvement and supporting team initiatives.
  • Provides project support for various HR initiatives and ad hoc projects as requested.
  • Other responsibilities as assigned.

Education/Experience/Skills:

Bachelors degree in Business Administration/Human Resources or related. An equivalent combination of relevant education and applicable job experience may be considered. Minimum 8 years of progressive responsibility in benefits and program management. Benefits certification preferred.

  • Demonstrated knowledge and experience with all aspects of health and welfare benefits administration, including COBRA, ERISA, FMLA and related state and federal regulations.
  • Experience developing and administering Wellness programs.
  • Experience managing and maintaining complex HRIS strongly desired.
  • Experience managing I9 programs and systems and maintaining program compliance.
  • Experience with general program development and management.
  • Familiarity with state and federal employment regulations
  • Excellent verbal, written and interpersonal communication skills.
  • Excellent analytical and problem solving skills and attention to detail.
  • Self-motivation, team orientation and a pro-active approach to work.
  • Highest level of integrity and the ability to maintain confidential information.
  • Ability to work under pressure, organize and prioritize projects and workload, and work to tight deadlines in a fast-paced environment.
  • Affordable Care Act requirements.
  • In depth knowledge and understanding of all Federal and California State laws in relation to workers compensation and leaves of absence regulations as well as insight into multi state issues.
  • Managing on-line benefit enrollment systems.

  • Managing outside benefit vendors.
  • Demonstrated success in building effective relationships with all levels of an organization and with external vendors.

Scope:

Provides guidance to subordinates and/or manages department function, to achieve goals in accordance with established policies and to meet schedules and/or resolve problems. Receives assignments in the form of objectives. Follows processes and operational policies in selecting methods and techniques for obtaining solutions; determines how to use resources to meet schedules and goals. Works on issues of diverse scope which require evaluation of a variety of factors and an understanding of functional area objectives and trends. Erroneous decisions or failure to achieve results may add to costs and impact the short-term goals of the organization.

Physical Requirements:

While performing the duties of this job, the employee is regularly required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; stoop, kneel, crouch, see, talk or hear in a standard office environment and independently from remote locations. Employee must occasionally lift and/or move up to 20 pounds.
