Serves as an expert resource in the interpretation, application, development and administration of collective bargaining agreements and general HR policies, programs, and procedures.

Key Accountabilities

Employee Relations and Organizational Development (50%)
• Partners with assigned areas to work collaboratively towards creating, developing, and retaining a high-performance workforce.
• Provides counsel, coaching, and guidance to managers on strategic human resource planning, resolution of employee relations and management issues, workplace legal requirements, employee and organizational development, and employment and compensation practices, incorporating expert level knowledge of state and federal employment laws.
• Coaches and guides managers and employees through the performance management process.
• As an objective intermediary, facilitates conflict resolution and problem solving between supervisors and employees, with a balanced focus on individual, organization and constituent needs.
• As part of a highly collaborative consultant team, recommends, drafts, or reviews policies and procedures to address campus needs and changes in federal and state employment laws.
• Provides guidance and interpretation to employees regarding workplace policies and practices.
• Conducts research and in-depth analysis and investigation of employee relations issues and makes recommendations to resolve issues or disputes.
• Conducts organizational assessments and provides advice and guidance on organizational structures and restructuring, workforce and succession planning, and change management.
• Collaborates effectively on the delivery of services with colleagues and specialists within HR as well as with campus partners (e.g. the Office of the General Counsel, Institutional Diversity and Equity, Risk and Internal Controls, and the Title IX Coordinator).
• In collaboration with the Training and Development team, designs and delivers programs aimed at developing employees and managers.
• Represents the College at personnel-related hearings.

Labor Relations (50%)

• Serves as the primary HR contact for union leadership, advises management in the development, application, and interpretation of collective bargaining agreements and labor relations policies and practices
• In accordance with contractual standards: conducts investigations; drafts and/or reviews disciplinary or grievance documentation; and proposes and implements resolutions.
• Monitors implementation of collective bargaining agreements concerning wages, hours, and working conditions, to ensure compliance with terms
• Maintains positive and productive employee and union relations
