General Overview

Rotarys Research and Evaluation Partner supports the director and executive management team in developing and implementing the research and evaluation processes of the organizationRI, TRF, and the Secretariat; works closely with executive and senior management, business information manager, and project teams to develop metrics and gather data to evaluate proposed new or revised long-term strategies considered by the executive team and/or Rotary senior leaders through committees, trustees, directors, and presidents office; supports Rotary Senior Leaders and senior management team; ensures high quality data is consistently provided to key staff and volunteer decision makers; assists in developing scenarios, forecasts and models to present to decision-makers; collaborates with strategy partners and business teams throughout the Secretariat to develop strategic research and evaluation plans; and provides resources to assist in data collection and analysis



The team will make the organization more agile in decision-making and implementation, including the management team and governing bodies; become an evaluative organization to enable fact-based decision-making; and assist the organization in transforming the visions laid out in the strategic plans into reality.



This role assists business areas by providing research and data collection strategies through surveys, focus groups, market/social research, scorecards and other measurement tools that provide volunteers and staff with the information required to make informed decisions on strategic initiatives, change management activities, and business process improvements. This team will work closely with the Business Information team, the director, and all other appropriate business areas to develop a coordinated effort to measure Rotarys corporate value, the impact of clubs and membership, public image, fundraising, grant and program activities; assist in the establishment of targets and key performance indicators and critical success factors and track progress of the organization in obtaining these targets. 



Measures of Success

Ultimately, the Research and Evaluation Partner is jointly responsible with business management and project teams for ensuring Rotary has the resources and processes in place to collect, disseminate and analyze critical data points that drive informed volunteer and staff decision making throughout the organization; in coordination with Chief Strategy Officer, Director of Strategy, Research, and Evaluation, and the Business Information Manager, ensure systems are in place to capture Rotarys value, and measure impact of clubs and membership, public image, fundraising, grant and program activities.  Research and Evaluation Partners will promote the development of an evaluative culture within the organization, in which organizational learning is valued and information is shared for the purposes of improving organizational effectiveness and operationalizing and modifying strategies to make Rotary more agile.  



 



While targets of success measures must be determined for each individual research and evaluation initiative, measures of success include:




  • Data quality

  • Data accuracy

  • Utility of information for decision making



 


Education & Experience

 



Required:




  • Bachelors Degree in Social Science, Marketing, Education, Research Methods, Economics, Information Science, Math, Operations Analysis, Public Policy, or related fields.

  • Coursework in statistics, computer-based analysis, measurement and evaluation theory, research methods, and qualitative and quantitative analysis.





Preferred:




  • Masters Degree in Social Science, Education, Research Methods, Economics, Information Science, Math, Operations Analysis, Public Policy, or related fields.

  • Experience with Rotary culture





Knowledge and Skills




  • Strong project management skills required.

  • Demonstrates openness to change and ability to manage complexities in a time-sensitive environment and is flexible in responding to changing priorities

  • Experience in developing and implementing research and evaluation plans, including plans that can measure organizational impacts

  • Ability to identify appropriate research needs and measures for tracking results and monitoring critical assumptions and strategies

  • Ability to understand and interpret complex statistical analysis, measurement impact, and research methodology

  • Ability to produce sophisticated, thoughtful analyses of key policy issues in alignment with the organizations priorities and goals

  • Ability to collect, present, and analyze data accurately and objectively

  • Ability to communicate results clearly in a format and style appropriate for their intended audience

  • Ability to differentiate importance of measures and to identify cost-benefits of measures

  • Ability to work effectively with internal and external stakeholders collaboratively

  • Proficiency in developing and managing data collection/reporting processes and systems

  • Exceptional written and verbal communication skills with the ability to brief senior leaders (board of directors and trustees), executive senior management, and other professional staff on progress/issues

  • Knowledge of monitoring and evaluation requirements of public and private partnerships

  • Competence MS Excel, Powerpoint, web-enabled databases, business intelligence systems, Qualtrics, SPSS and other statistical analysis software

  • Consistently approaches work with energy and a positive, constructive attitude

  • Non-English language skills or cross-cultural experience is helpful





Specific Duties

Under direct supervision of the Director of Strategy, Research and Evaluation, the Research and Evaluation Partners support the creation and implementation of research and evaluation plans, work as a team in the collection, analysis and dissemination of critical data points working closely with all stakeholders on how best to manage research and evaluation activities effectively.  Provide research, monitoring, and evaluation support to assigned Secretariat areas and have responsibility for assigned functions within the team.  Specifically, for each major activity, the duties are:



Research:




  • Coordinates research activities using Business Intelligence and other internal resources to gather data for research projects, modeling and forecasting activities

  • Identifies market and social sector research relevant to Rotary for use in benchmarking and comparative analysis

  • Develops qualitative and quantitative research designs and review for accuracy, completeness and content

  • Conducts research, statistical analysis, survey interpretation, and report development for internal and external constituents

  • Develops network of research and evaluation counterparts at foundations, universities and government agencies to share outcomes of research and showcase Rotarys impact in social sector.  





Monitoring and Evaluation:




  • Prepares monitoring and evaluation plans that assist long-term planning with Rotarians, senior leaders and staff;

  • Develops techniques for creating both qualitative and quantitative evaluation methods

  • Ensures that core staff members throughout the organization are competent in using the approved measurement and evaluation model

  • Builds organizational capacity to collect and analyze monitoring and evaluation data consistently throughout the organization 

  • Ensures project timelines and resources are provided to prioritized evaluation activities for assigned functional areas

  • Holds assigned functional areas accountable for providing data on Key Performance Indicators

  • Works with senior managers to integrate performance measures for staff related to strategic plans into priorities and goals monitoring

  • Works with Secretariat Research and Evaluation Group to determine viability and applicability of performance measures and reporting mechanisms

  • In collaboration with the business information manager, identifies requirements of technology to streamline consistent aggregation, reporting, and dissemination of  dashboard measures, indicators, and evaluation results

  • Helps coordinate regular reporting to the Board, Trustees, committees, and senior managers on the organizational measures and external data trends

  • Provides input on assumptions for scenario planning, forecasts and plans.

  • Provide realistic assessments of organizational capacity to take on new monitoring and evaluation initiatives

  • Maintains the integrity and confidentiality of data and analyses

  • Stays current on national and international trends for measurement and evaluation methodologies and informs staff as appropriate

  • Other duties as assigned

Supports the director and general manager of the Strategy Office; works closely with staff to identify resource needs to support evaluation and research initiatives
