Job Summary
The City of Salem is looking for Crew Leaders to perform skilled lead maintenance in the Streets Maintenance Asphalt Paving Section of the Public Works department. This is a great opportunity for candidates that have a Commercial Driver's license and have worked in the paving construction trades but prefer not to travel far. The majority of work assignments are within a 10-mile radius.

We are in search of candidates who are knowledgeable in safe work practices, demonstrate positive customer service skills, and be able to prioritize work and assign projects. The Crew Leader reports to and works under the general direction of the Streets Maintenance paving Field Supervisor and Project Leaders. The assignments and objectives are prescribed, but the methods are not typically reviewed nor controlled while the work is in progress. In this position, you will take the initiative in solving most problems of detail, with support for those that are new or unusually complex in nature.

This position is under general supervision, functions as a working crew leader, guiding asphalt laborers and equipment operators performing work activities relating to the spreading, finishing and compacting of asphalt for the resurfacing and repair of City streets and alleys using hot asphalt materials. Supervision of other staff is not normally a requirement of this classification but may provide general direction and leadership to seasonal staff and other career staff.

Some essential duties include:
  • Guide an assigned work crew performing semi-skilled asphalt laborer duties including raking, smoothing and tamping relating to the pavement, re-surfacing and the repair of streets and alleys using hot asphalt materials.
  • Guide an assigned crew filling potholes with hot asphalt and cold patch during the winter.
  • Guide grinding and other crews operating asphalt equipment, operating grinders, pavers, rollers, backhoes and graders.
  • Receive and prioritize daily work assignments and makes crew work assignments.
  • Observe work in progress and provides guidance and direction on work procedures and techniques.
  • Monitor supplies needed to complete the job and ensure the timely delivery of hot asphalt from contracted plants to work sites.
  • Ensures safe work procedures and safe work practices are followed at work sites.
  • Ensures barricades and other safety equipment are set up and are in place while work is in progress.
  • Informs Project Leader of performance or operational problems at work site.

What are the minimum qualifications?
  • Must pass the pre-employment drug test (including marijuana), background check, and physical exam.
  • Possession of a valid Oregon Class A commercial driver's license with appropriate endorsements and have a driving record that meets the City's driving standards.
  • High school graduate or GED, trade of professional training in area of specialty, and three years of experience involving the construction, installation, maintenance, and repair of public improvements area of discipline or other facilities within specific area of assignment, including some lead responsibilities, or any equivalent combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Preference points will be given to those with experience working traffic control, and experience work with equipment such as asphalt paving machine, milling machines, asphalt rollers, backhoe, grader, 10 and 5-yard dump trucks, snowplow, sanders, and deicing equipment, etc.
