Job Summary
The City of Salem is in search for a Stormwater Education and Inspections Supervisor! We are looking for an individual with supervisory experience in education and outreach, stormwater quality, and regulatory compliance. If this sounds like you, keep read for more details about the position!

Under administrative direction of a higher-level supervisor, the Stormwater Education and Inspections Supervisor will coordinate and perform professional/technical work supporting the implementation of the City's National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Phase 1 Permit, 1200-Z Industrial Stormwater Permit, and Total Maximum Daily Load (TMDL) Implementation plans for Temperature and Mercury. This position will coordinate with other City staff to develop and submit the reporting requirements of these federal permits and programs. This position will supervise staff responsible for implementing the City's Stormwater Education and Outreach program, which includes a robust Youth Environmental Education Program (YEEP), outdoor education, and a social marketing program tailored to Stormwater.

Additionally, inspections of public and private green stormwater infrastructure, inspections of surface waters for erosion concerns, and the seasonal stream cleaning program will be supervised by this position. The inspections group is being combined with education and outreach group as the City will have increased responsibility for sending correspondence related to needed facility maintenance to private property owners and providing education on maintenance needs.

The Stormwater Education and Inspections Supervisor will work closely with the Stormwater Quality Supervisor and other management staff in the Environmental and Regulatory Affairs section of Public Works to support the MS4 Stormwater permit and other related activities. This position will also work closely with the Parks Planning and Natural Resources section to support outreach and public engagement and collaborate with the City's Communications Team. Field work and office work are both required of this position, with occasional weekend and evening work. In addition to the duties outlined above, this position will undertake other duties as assigned.

Supervision Received and Exercised:

The supervisor will oversee the personnel responsibilities of four AFSCME-represented employees, a seasonal stream cleaning program with up to 12 staff, and one management position. The supervisor will also coordinate volunteer groups and contracted work programs.

Essential Duties and Responsibilities
  • Oversee coordination and submittal of annual reporting for the City's NPDES Phase 1 Stormwater Permit and TMDL Implementation plans, and provide training and assistance for the City's 1200-Z Industrial Stormwater Permit
  • Represent the City of Salem at meetings of ACWA stormwater committee, neighborhood associations, watershed councils, and other groups as needed
  • Deliver verbal and written correspondence with regulatory agencies (DEQ, DSL, ACOE, etc.) as needed
  • Review/edit outgoing documents, memos, and high-level correspondence of subordinate staff
  • Project management/coordination with consultants on projects
  • Perform annual preparation, memos, and position justifications as part of the annual budgeting process
  • Prepare capital outlay justifications, sole source justifications, purchase orders, and invoicing
  • Perform contract administration (annual contract renewals, coordination of consultation selection process, requests for proposals, and develop scopes of work)
  • Interface with other Public Works Field Supervisors and Managers as it relates to the planning and implementation of education and regulatory permit requirements

What are the minimum qualifications?
  • Must pass the pre-employment background check.
  • Must have an Oregon driver license and a driving record that meets the City of Salem's driving standards.
  • Associate's degree from an accredited college or university in a related field to program assignment (i.e. biology, environmental sciences, etc.), and four years of supervisory experience in a related field (education and outreach, stormwater quality, regulatory compliance, etc.), or any combination of education, experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.
  • Experience collecting information, writing, and submitting reports to regulatory agencies is highly preferred.
  • CPR/AED Certification desired.
