East Bay Municipal Utility District (EBMUD) is seeking a communications professional to join our team. This key Public Affairs team member will contribute to engaging with our diverse Bay Area communities and will help us share EBMUD’s story to build trust, understanding and support for EBMUD actions, policies and priorities. The Public Information Representative III is a professional position responsible for developing, coordinating and implementing major, strategic internal and external communications and public information activities.


Duties may include:

  • Acting as a communications strategist to ensure implementation of a cohesive communications plan in which all tactics (media, web, social media, print, visual communications) are aligned. Crafting messaging strategies and visually compelling, creative content for all types of communications channels to engage audiences and foster strong, positive relationships and protect and further EBMUD’s image and reputation.


  • Using excellent communications skills to work with subject matter experts at all levels of the organization; customizing tone and approach of communications for a variety of audiences; assisting in clarifying and fulfilling the communication needs of diverse audiences; and planning for proactive communications that further EBMUD’s engagement with its customers in new ways.


  • Under direction, identifying proactive media outreach opportunities that align with messaging priorities; developing pitches and strategies to build positive, fair stories that help the public understand EBMUD’s mission, projects and policies; conducting media relations on the entire range of EBMUD interests including increasingly complex and controversial issues; publishing and/or overseeing writing and distribution of media advisories and press releases and responding to media inquiries with timeliness and accuracy; acting as an EBMUD spokesperson; coordinating or leading press conferences including coordinating logistics and informational materials; developing key messages on perennial and newsworthy topics; and providing media coaching to elected officials, senior managers and professional staff.  

The most competitive candidates will have:

  • Exceptional writing, editing, visual and oral communication skills to communicate with diverse audiences.

  • Proven project management skills and experience producing and coordinating publications, web content and/or social media campaigns and working with subject matter experts at all levels of the organization and with other communications professionals including public affairs staff, such as graphic designers, photographers, webmasters, etc.

  • Proven ability to forecast potential issues and opportunities and offer clear, timely, creative and proactive solutions to communications challenges. Demonstrated ability to be an authoritative, clear and sensitive spokesperson in crisis situations.

  • Proven interpersonal skills in working effectively with people of diverse backgrounds and at all levels with varying, sometimes competing interests.

  • Demonstrated ability to handle multiple, high-priority assignments and activities concurrently while meeting deadlines.

  • Commitment to public information, government transparency and integrity as a public employee.

  • Basic understanding of the water and wastewater industry and/or the workings of local government. 

The salary range is $10,192 per month increasing to $10,702, $11,237 and, $11,799 after 6, 18, and 30 months, respectively.

1.     A bachelor’s degree* with major coursework in journalism, communications, marketing, public relations, graphic design, or a related field; AND

2a.  Two (2) years of experience** as an EBMUD Public Information Representative II; OR

2b.  Four (4) years of experience** in public relations, communications, journalism, marketing, and/or media relations.


*Additional years of experience (beyond the minimum requirement) may be substituted for the education on a year for year basis, only if the experience is at the level of the job for which the applicant is applying. (i.e., four additional years of experience, at the level of the Public Information Representative III classification, will be considered equivalent to a bachelor’s degree). 

**A graduate level degree in a directly related field may be substituted for one year of experience. 

Other Requirements

Must possess a valid California driver's license and have a satisfactory driving record. The incumbent must possess the physical characteristics necessary to perform the critical and important duties of the class. Must be willing to work irregular hours to respond to media inquiries or attend meetings and occasionally travel overnight. Must be willing to attend conferences and/or conduct site visits of outlying EBMUD facilities. Employees must be willing to work overtime as needed and to be on-call during nights, weekends and holidays for emergencies and media response.
