In 2017, JFF launched the Center for Apprenticeship & Work-Based Learning (the Center) to spur mainstream adoption of innovative and high-quality apprenticeship and work-based learning programs. The Center works to expand apprenticeship and work-based learning programs into new industries, and fosters access and success for a broader, more diverse group of workers. About the Position:
  • The PD will report to the Center Director and will develop, manage and lead multiple project teams that contribute to a major body of work focused on the development of apprenticeship and other forms of work-based learning systems and programs across the US.
  • Projects include providing technical assistance to critical apprenticeship stakeholders, such as employers and labor-management organizations, to help them develop and expand pre-apprenticeship and apprenticeship programs, as well as increasing awareness of apprenticeship among community colleges, workforce development boards, and other intermediaries and organizations.
  • Contribute to other innovative, related practices, which include other work-based learning models like internships and on-the-job training, as well as practices such as sector strategies, employer engagement and federal policy.
  • Work closely with federal, state and/or local apprenticeship or work-based learning programs, and leading and delivering technical assistance to workforce development boards, community colleges, industry associations, employers, and other key workforce and education stakeholders.
  • Direct and manage projects focused on apprenticeship and work-based learning and may also contribute to workforce development projects within JFF's other units.
  • Serve in leadership role in the strategic planning and development of the Center assisting in developing and overseeing activities and projects of the Center. Supervise, coordinate, and manage staff supporting numerous projects and deliverables.
  • Assist in fundraising and proposal development making substantive contributions to design and development of proposals for new work, working and managing relationships with potential funders.
  • Direct projects managing timeline, budget, outcomes, and work plans, including meeting internal and external deadlines and completing project deliverables.
  • Design and develop work plans and projects in accordance with the deliverables in the approved grant and contract awards and prepare funder reports effectively and on-time.

What you'll do:
  • Manage and lead teams focusing on key areas of work including, developing apprenticeship, work-based learning, partnership building, program registration, employer engagement, and other types of workforce development and education strategies.
  • Oversee programmatic operations, including budget, staffing plans, and partnership development and management
  • Work closely with federal and state apprenticeship agencies, apprenticeship stakeholders and employers.
  • Manage and lead projects supported by federal and state apprenticeship grants and contracts.
  • Lead the provision of technical assistance to grantees and partners in shaping their policies and programs
  • Direct primary and secondary research to identify and analyze best practices for finding and supporting populations with high barriers to academic and job success.
  • Manage project evaluation, analysis, data collection, and data quality reviews with grantees, third party evaluators, and other members of the project team
  • Serve as a content expert and thought leader for the Center's programmatic efforts through creating policy briefs and analytical content that shares insights about program outcomes and learnings
  • Participate in proposal development, leading project and grant management, budgeting and meeting deliverables.
  • Serve as an external face for the Center, representing programmatic activities at speaking engagements and on social media

Who you are:
  • Seven years of experience working in apprenticeship and other forms of work-based learning, workforce development, or related field.
  • Belief in JFF's core values and apply those values to all areas of your work
  • Committed to the promise of apprenticeship and work-based learning to advance workers and meet employer's needs.
  • Exceptional analytical, research and writing skills, including experience generating reports and proposals
  • Strong project management skills with a proven track record of leading large, complex projects that include grants and budget management
  • Ability to work independently as well as collaborate across multiple projects and teams
  • Compelling verbal and written communication skills with the ability to share the story of the Center to internal and external facing audiences
  • Values diversity, equity and inclusion as an applied practice to all areas of work, including program, partnership and team management
  • Willing to travel (up to 15%)
  • Proficient in Microsoft Office Suite and Salesforce
