The Pricing Analyst's primary scope of work is to create cost proposals for submission by ANSER. The detailed duties and responsibilities include, but are not limited to:

  • Prepare fully compliant responses to requests for proposals (RFPs) from Federal and Civilian government agencies across all contract types FFP, FP-LOE, T&M, FP-LH, CPFF, CPAF, and other Cost Reimbursable contract types including budget narratives and related cost documents
  • Review solicitations to identify cost proposal issues to be clarified and/or addressed
  • Work with management to develop pricing strategies, provides cost/pricing input, and resolve issues as needed
  • Develop cost proposal schedules, pricing related briefings, cost/price models and pricing analysis
  • Conduct quality assurance checks on budgets
  • Perform historical cost research and pricing analysis with what-if scenarios
  • Brief management on the pricing, cost recovery rate, and risk impact of adopted pricing strategies
  • Participate in meetings and interact with proposal team leads throughout proposal development process
  • Work with proposal partners, issue RFPs, negotiate costs and budgets, and coordinate the overall process
  • Ensure all compliance requirements are met within each cost proposal and related cost documents
  • Prepare budgets for final review and approval
  • Negotiate Nondisclosure Agreements and Teaming Agreements as needed; solicit pricing from subcontractors, vendors and consultants
  • Assist other team members when needed
  • Ensure compliance with Government contracting regulations
  • Maintain current knowledge of industry and pricing trends
  • Other duties as assigned

Bachelor's degree plus at least 5 years' relevant professional experience.


  • Bachelor's degree in Business, Finance, or related field, and a minimum of 5 years relevant experience
  • Demonstrate familiarity with FAR, DFAR, CFR, and OMB Circulars
  • Must have advanced skills in Microsoft Excel
  • Thorough understanding of indirect rate structure, development, and calculation
  • Demonstrate familiarity with pricing under both acquisition and assistance instruments
  • Demonstrate familiarity with sophisticated budgeting tools, approaches, processes and procedures
  • Robust multi-tasking skills, organizational skills and exceptional attention to detail and accuracy under time pressure and on short deadlines
  • Ability and willingness to conduct research, handle routine tasks, as well as the problem-solving and resourcefulness for more complex and substantive work
  • Strong interpersonal and problem-solving skills
  • Ability to work as part of a team
