An LBNF/DUNE-US Financial Manager (Senior Financial Manager) is being sought to join Fermilab's Long-Baseline Neutrino Facility/Deep Underground Neutrino Experiment (LBNF/DUNE) project office team. The LBNF/DUNE Project is hosted by Fermilab in Batavia, IL, but includes participation from universities and laboratories from around the world. The project includes construction of a beamline and near detector at Fermilab and a large underground detector at the Sanford Laboratory in Lead, South Dakota. The LBNF/DUNE Project will design and construct a world-class neutrino experiment over the next decade.

Working within a team environment and in coordination with the Fermilab Budget Office and other financial managers, the LBNF/DUNE-US Financial Manager will have responsibility for planning and integrating all financial matters across the project. The LBNF/DUNE-US Financial Manager organizationally reports to the LBNF Project Manager at Fermilab but for the project is also responsible to the Integration and DUNE Project Managers to manage the budget and financial activities of the LBNF/DUNE project. In addition to serving as the project's Financial Manager, the LBNF/DUNE-US Financial Manager is the Financial Manager for the LBNF/DUNE-US Division and South Dakota Services Division.

You Will
  • Executing Budgeting cycle utilizing Laboratory planning tools, coordinating with cross-divisional resources.
  • Tracking incoming project DOE funding to Fermilab and other DOE labs. Coordinating with DOE labs to accurately report Obligations and Costs for consolidated project reports and EVMS reporting.
  • Performing budget analysis by analyzing historical data, deriving projections and investigating unexpected results as well as interacting with and reporting findings to project management and Budget office personnel as needed.
  • Liaison between Accounting and Procurement, coordinating and facilitating process improvements and standardization to assist Project advancements.
  • Provide Financial guidance to staff, which includes but not limited to:
    • Daily, weekly, monthly and adhoc reporting
    • Monthly service accruals and PO maintenance
    • Project Accounting maintenance, opening closing tasks, cost transfers
    • Historical Edits, invoice approval
  • Overseeing structural integrity of the Project Financial System (EBS) and the Organizational Systems (HCMS/Fermiworks) for continuity.
  • Participating in project reviews and representing the project as assigned. Attending project program and planning meetings and contributing information based on broad knowledge of Laboratory operations and overall planning.
  • Assisting the scientific and technical staff in establishing budget estimates.
  • Oversee other project financial staff
  • Other duties as assigned by supervisor.
  • Abide by and is responsible for performing all duties in accordance with all environmental, health and safety regulations and practices pertinent to this position.

We Are Looking For
  • Bachelor's Degree in Accounting/Finance or other business discipline and 7+ years of relevant work experience
  • Prior experience in budget formulation
  • Ability to analyze financial results report findings, and resolve related issues.
  • Advanced skills in daily used programs like Excel (expert level) including pivot tables and lookup formulas, Oracle Discoverer or similar query/extraction tool, BPS, Kronos
  • Understanding of financial process risks and controls
  • Experience with Financial Systems (Oracle) is desirable
  • Experience with reporting or repository databases (Hyperion, SBase) is desirable
  • Reporting consolidation experience
  • Excellent oral, written, and interpersonal communication skills including the ability to communicate effectively and courteously with a diverse workplace population
  • Excellent organization skills including the ability to independently coordinate and accurately execute multiple time sensitive tasks while working in a team environment and meet externally imposed deadlines
  • Excellent analytical and problem-solving skills including a demonstrated aptitude for attention to detail and comprehensive record keeping
  • CPA certification or MBA degree, highly desirable
  • Knowledge of US Department of Energy (DOE) funding categories and budget processes a plus
  • Construction project knowledge a plus

Relocation is not available for this position.
