FLEET MANAGEMENT ANALYST

 

Primary Responsibilities: CTC is seeking a highly motivated and qualified candidate to support our DoD clients in the areas of Non-Tactical Vehicle fleet management. The ideal candidate would have knowledge of DoD or GSA fleet management programs, and proven experience in developing policy, overseeing program development and working with management tools and databases. The successful candidate must possess a proven ability to work with and understand technical concepts, while also being able to communicate them to a broad audience. The ideal candidate will need to be self-motivated and with strong research and writing skills. Some travel may be required. 

  • Provide recommendations and analyses on improving DoD fleet management, implementing new technologies, reducing fleet costs, training fleet managers, and reducing the fleets emissions, petroleum consumption, and impact on the environment.
  • Evaluate NTV fleet operations and utilization data to help determine the greater benefit of leasing or owning vehicles.
  • Recommend revisions to update policies to establish telematics programs, such as letters of instruction, standard operating procedures, and memorandums of understanding.
  • Analyze telematics data in order to provide recommendations on improving the NTV fleet and to determine opportunities for mobility transformation, adoption of electric vehicles, reducing the fleet, driver training, and other fleet management improvements.
  • Evaluate telematics data and policy; provide support to develop metrics and scorecards for vehicle operators; and provide recommendations to Fleet Managers to improve and standardize the program to include preventative maintenance, utilization, and operation standards.
  • Provide support to develop and implement a standardized record keeping procedure to include common form letters addressing accidents, incidents, negligence, idling, etc.
  • Provide recommendations on disseminating products and messages relating to NTV initiatives.

Basic Qualifications:  

  • BA/BS in Engineering, Environmental Science, Political Science/Public Policy or related field  
  • At least 4 years of proven experience and knowledge of transportation management/NTV issues, policies, and programs;
  • Willingness and ability to set priorities and deliver under tight deadlines in a heavy workload setting  
  • Excellent communication skills, both written and verbal  
  • Ability to work in teams, and establish and maintain cross-functional and working relationships  
  • Experience with Microsoft Office applications, including Word, Excel, and PowerPoint  
  • Capability to independently initiate and manage tasks, with a high degree of detail and process orientation

Preferred Qualifications: 

 

  • Knowledge of Marine Corps structure and operations  
  • Transportation management development, implementation, and/or oversight at a federal level, preferably within the Department of Defense or GSA
  • Demonstrated understanding of managing and providing oversight for Non-Tactical Vehicle policy analysis and decision documents.
  • Ability to analyze data inputs and for developing, coordinating, maintaining and publishing fleet management policy
  • Demonstrated experience in conducting and implementing expert training.

 

Clearance:  U.S. citizenship required. The candidate must have the ability to obtain and maintain the appropriate US Government clearance and Common Access Card (CAC) for this position.
