We operate USO centers at or near military installations across the United States and throughout the world, including in combat zones, and even un-staffed USO service sites in places too dangerous for anyone but combat troops to occupy.

The Direct Marketing Production & Procurement Manager is responsible for day to day management and oversight of the team's budget and procurement processes to include print buying and direct mail production including recommending formats, improving processes, and providing regular updates to internal team members.

Principal Duties and Responsibilities (*Essential Duties)

Print Production Management:

  • Develop print/production bids and analyze pricing & schedule that best achieve marketing goals.
  • Create specifications, review/approve art, review/approve proofs, attend press checks, approve imaging signoffs & insertion signoffs, and ensure all postal regulations are met.
  • Advise on formats, working with internal stakeholders and agencies to drive cost efficiencies.

Procurement & Contract Management:

  • Serve as a liaison to Finance for Direct Response team needs.*
  • Provide high quality support to the Direct Response team with the requisition process, including: budget inputs, source of funding and proper coding, GL definitions and approval processes.*
  • Evaluate requisition packages for completeness and proper pre-approvals and sign-offs.*
  • Develop new contract documents and coordinate the renewal of existing contracts and master service agreements. *

Budget Management:

  • Manage the Direct Response team's budget and other financial projects, such as variance reporting and forecasting.*
  • Track all financial data and lead in preparing and submitting annual team budgets and forecasts.*
  • Assist the Direct Response team with revenue and expense reconciliations monthly.*

Strategic Initiatives & Special Projects

  • Tackle key strategic questions and critical business initiatives, and partner with Direct Response leadership to build business cases for potential investments. Present insights and recommendations to senior leadership, and drive the follow through of those recommendations to ensure smooth execution.
  • Work with Direct Response leadership to update strategic priorities and goals on a regular basis.
  • Other duties as assigned.

Job Specifications

  • Bachelor's Degree in Business Administration, Marketing or related field. Master's Degree preferred
  • 5+ years direct mail and commercial print management - including offset printing (web, sheet-fed, continuous form, and inline finishing); digital printing
  • Experience working with strategic vendors, print houses, letter shops, postage comingling processes, caging facilities, and knowledge of bulk, non-profit and business reply mail operations.
  • Proven project management skills
  • Experience working with suppliers to negotiate job cost and schedules.
  • Experience excelling within fast paced, high energy environments.
  • Strong interpersonal and problem-solving skills. Ability to interact with USO Leadership, the general public and military audiences at a variety of levels with integrity and professionalism.
  • Demonstrated ability to exercise sound judgment related to controversial and/or culturally sensitive subjects. Ability to handle confidential information with tact and poise.
  • Working knowledge of basic business and accounting functions including project management and budgeting.
  • Demonstrated initiative/self-motivation, with the ability to quickly and easily adapt to changing organizational needs.
  • Proficiency using computers and electronics equipment. Working knowledge of various software, applications, and programs including but not limited to Microsoft Office Suite; Coupa.
  • Ability to obtain and maintain proper credentials necessary to access USO Center locations and facilities including but not limited to security, credit and/or background screening, SOFA status, valid driver's license.
  • Must be a strong advocate of the USO's mission.


  • This position is located in Arlington, VA. Preference will be given to local candidates within commuting distance to the location. Relocation assistance or remote working arrangements may be considered for highly qualified candidates.
