The Chemical and Biological Defense (CBD) Physical Program Science and Technology (S&T) Advisor directly supports the Physical Program Director (GS-15/O-6) and provides S&T subject matter expertise to the Office of the Deputy Assistant Secretary of Defense for Chemical and Biological Defense (ODASD(CBD)). This position assists in the oversight of the DoD's CBD Physical Program S&T portfolio and provides analytical and support services to enable the effective and efficient oversight, coordination, review, and strategic planning of the CBD Physical Program S&T portfolio. In addition, this position provides CBD Physical Program S&T subject matter expertise for the integration of national, interagency, and DoD acquisition policy/guidance efforts. This position is located in the Pentagon.

Support will involve a wide range of S&T activities, to include:

  • Serving as a subject matter expert on the Chemical and Biological Defense Program (CBDP) S&T portfolio.

  • Providing technical support to facilitate government oversight, coordination, and integration of the CBDP S&T portfolio among the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense, the Joint Science and Technology Office for Chemical and Biological Defense, the Joint Requirements Office for Chemical, Biological, Radiological, and Nuclear Defense, and the Deputy Under Secretary of the Army-Test and Evaluation.

  • Analyzing, planning, reviewing, and critiquing the CBDP S&T investment portfolio.

  • Providing analysis for budget reviews for the CBDP S&T portfolio.

  • Assisting the government representative with ensuring all CBDP S&T staff actions are accomplished on time and reflect proper staffing procedures.

  • Developing and proposing solutions to critical problems that allow the government representative to continuously monitor progress using metrics to reallocate resources or efforts, as required, to meet government needs.

  • Understanding and assisting in the development of CBDP S&T strategic objectives, goals, and strategies.

  • Proposing resolutions to technology gaps and issues by developing a rational Course of Action (COA) for review and down-selection by cognizant-decision makers.

  • Analyzing, assessing, creating, and integrating oversight of technology readiness assessments, technology transfer/transition plans, and S&T to advanced development program alignment.

  • Serving as the ODASD(CBD)'s action officer representative on working groups and committees within the CBDP S&T area.

  • Representing the ODASD(CBD) at program reviews, budget meetings, and other chemical and biological defense meetings to assist in the oversight of CB S&T initiatives.

  • Providing S&T expertise across the ODASD(CBD), as required.

  • Coordinating with relevant stakeholders, attending meetings, developing meeting minutes, and drafting and reviewing documents, as required.

  • Providing technical subject matter expertise to facilitate government oversight, coordination, and integration of initiatives and programs that involve the interagency and/or international communities.

  • Supporting government client at interagency/international conferences, seminars, and meetings by preparing power point presentations, briefings, read aheads and talking points and presenting briefings, as required.

  • Engaging and coordinating with senior military officers/civilians from the DoD, Interagency, White House, National and Homeland Security Councils, Congressional staffers, as required, on CBD S&T matters of national interest.


The following education, skills, and experiences are required for this position:

  • Five years of experience and an advanced degree in biology, chemistry, or a related field is required.

  • Evaluation preference will be given for experience within one of the components of the CBDP or with an interagency equivalent.

  • Must possess the minimum of an active SECRET security clearance, with the ability to obtain and maintain a TOP SECRET (SCI) clearance.

  • Program/project management experience is highly desirable.

  • Recent experience with the DoD Correspondence and Task Management System (CATMS) system is highly desirable.

  • Prior experience with the oversight of acquisition programs is desired (especially S&T).

  • Defense Acquisition University Acquisition 101 and 201 is highly desirable.
