Provides assessment, counseling, and placement planning services to youth in the Emergency Residential Shelter Services and their families and to coordinate the provision of collateral services as required by State of Michigan laws, Services Manual Items, Child Welfare Licensing requirements, and applicable Services Standards found in: Current Youth Residential Master Contract, Program Manual, MDHHS Services Manual Items 710-715 (Protective Services); and items 910-912 (Placement Resources), Public Act 238 (Child Protective Law) and its amendment Public Act 372, Public Act 116 (Child Care Organization Licensing Act), and the Licensing Rules of Child Care Institutions.


A. Reports directly to: Division Director

Supervises: N/A


A. Education: BSW (or equivalent as defined by Child Welfare Licensing).

B. Experience: One year of child welfare experience.

C. Transportation: Reliable and ongoing as required to provide transportation to youth. Valid unrestricted Michigan Drivers license. Good driving record.

D. State of Michigan Licensing Requirements: Satisfactory MDHHS Central Registry Clearance and State Police Record Check. Negative TB test, Satisfactory physical and a Negative drug test.

G. Trauma Informed Care: One year experience preferred or Agency trainings completed

with in 6 months


A. Case Management

  1. Assists in the placement and replacement process of clients as necessary.
  2. Secures or advocates for an appropriate educational placement for each child

within five days of placement and on an ongoing basis by participation in IEPC, school personnel.

3. Maintains accurate records with specified time frames (i.e., initial and updated services plans, treatment plans, narrative notes, school reports, initial and annual medical and dental exams, termination summaries, referrals for services psychological/psychiatric exams, etc.) as required by funding and regulatory agencies, and Service Standards.

4. Provides required reports to the Michigan Department of Health and Human Services, Department of Mental Health, and Juvenile Court by the required due dates.

5. Obtains required case documentation upon initial placement and ongoing, such as original social histories, school records, court orders, birth certificates, social security card, state identification, immunization records and reports, reports of examinations, and reports from collateral service providers.

6. Meets with all members of Treatment Team, supervisor, administration, collateral service providers and funding agencies. Reviews treatment progress or any changes in the case situation or individual treatment plan.

7. Works cooperatively with all Spectrum and collateral agencies or funding sources.

8. Prepares reports as required.

9. Prepares for, attends on time, and participates in all required meetings.

10. Produces written reports and letters that are organized in thought, display proper grammar and spelling and employ professional language, meeting Services Standard requirements for content.

11. Develops and monitors individual service plans in conjunction with other members of the Treatment Team (including but not limited to SCFS Residential staff, client, family, Social Worker/Therapist, Behavioral Aide and the MDHHS Worker), collateral and funding agencies as requested or subpoenaed.

12. Maintains contact with clients and natural family members. Establishes family visitation schedules as required by court and MDHHS.

13. Provides behavior management strategies, develops behavior management contracts, and assists in crisis intervention for individual clients.

14. Participates in team meetings to discuss behaviors, concerns or management of the residents.

15. Participates in discharge planning meetings with youth and other required case workers.

16. Participates in Family Team Meetings (FTMs) with MDHHS and other private agency partners as required.

B. Work with Court

1. Represents the agency at court hearings giving testimony and making recommendations when requested by MDHHS.

2. Documents the results of court hearings attended for the case records.

3. Implements court orders as required.

4. Prepares and educates youth for the court process/appearance.

5. Attends and participates in all Foster Care Review Board and care reviews as required.

C. Services

1. Maintains contacts with youth as specified in Service Standards for the purpose of achieving treatment goals.

2. Leads client groups as assigned.

3. Keeps supervisor informed of case progress and case status orally and in writing as required; meets with supervisor individually and in meeting as required.

4. Travels to various locations (homes, schools, places of employment, community (sources) to facilitate youth placement.

5. Provides solution focused, strength based and trauma informed crisis interventions with residents and families.

6. Participates in a system of 7 days/24 hour availability/on-call to the residential treatment programs, and reports to work in emergencies as needed or when requested by supervisor.

7. In cooperation with the Division Director makes necessary referrals to Protective Services according to the Child Protection Law, fulfilling responsibilities as specified by current policies and procedures of both the State of Michigan and Spectrum.

8. Reads and stays familiar with all Service Standards applicable to child caring institution programs, i.e., MDHHS Manual Items, Child Welfare Licensing Manual, and Master Contract SCFS Policies. Applies these requirements to day-to-day and ongoing provision of services.

9. Protects confidentiality appropriately, sharing information for the benefit of the client, and obtaining release of information when necessary.

10. Displays professional courtesy by being on time for residential treatment

program visits, appointments and meetings, canceling or rescheduling appointments if necessary (ahead of time when possible), and arranging for coverage during absences.

11. Provides ongoing consultation and problem solving assistance to staff and collateral resources as needed by telephone and/or in person.

D. Training

1. Attends and participates in all required or assigned training and conferences.

2. Conducts or facilitates training as required.

3. Develops curriculum for assigned training. Reviews curriculum prior to implementation with Training Department Staff or Division Director.

E. General

1. Completes all tasks and duties assigned by Spectrum supervisory and administrative staff.

2. Complies with all Spectrum Personnel Policies and Procedures.

3. Complies with all program manuals and procedures.

4. Works on assigned committee, completing special projects, and participating in agency decision-making as needed.

5. Represents the agencys program and services in the community through interagency committees and organizations, and public speaking.
