The Capital Region Program Manager provides leadership and administration of Economic Opportunity Programs in the Richmond area. These programs include Ways to Work (WTW), Financial Opportunity Center (FOC), Financial Navigation, and Workforce Services as well as other programs/projects that may arise based on community needs.

WTW is a proven, innovative program that provides small loans to low-income individuals who cannot get a loan from a traditional lender. The purpose of the loan is to help individuals with car purchase to help them maintain employment.

FOC serves the needs of low-to-moderate income individuals by working with them to establish and build long-term financial and career goals. The FOC model emphasizes three core services: benefits assessment and access, employment coaching, and financial education services.

Financial Navigators help individuals locate and access community resources. The navigators work to help each individual prioritize their financial needs and create an action plan to address each need.

Workforce Services- Employment Navigators operate in each of the capital regions three one stop centers. They provide direct employment services and assist individuals with everything from resumes, job searching, and interviews, to providing ongoing support and the skills participants need to maintain and advance in the workplace. Additionally, Employment Navigators focus on co-case management with our many partners in the region, they work to connect job seekers to other workforce programs and resources in the area.

Key responsibilities for the Capital Region Program Manager include:

  • Manage the Richmond Economic Opportunity programs and supervise program staff
  • Seek out new business development with a focus on growth
  • Network, develop, build and maintain relationships with community service providers, partner agencies, community stakeholders, etc.
  • Community building and working with diverse populations
  • Originate and approve character vehicle loans
  • Oversee financial education and empowerment workshops
  • Attend community events as appropriate to increase program awareness
  • File review and audits
  • Support grant billing with documentation of program details and statistics
  • Program reports

Skills, knowledge and abilities:

  • Willingness to flex schedule around needs of program
  • Reflect a high level of leadership and supervisory competence
  • Represent HumanKind in court related appearances for judgments, bankruptcy and garnishments
  • Comfortable pursuing collections on past due loan accounts
  • Ability to meet deadlines and work with minimal supervision
  • Goal oriented with a production mindset
  • Excellent computer skills
  • Very organized with attention to detail and accuracy

Requirements:

  • Previous experience with program administration/office management with proven organizational skills
  • Bachelors degree in Social work and/or Business management or any equivalent combination of education and experience
  • Must possess advanced computer skills (proficient user of Excel)
  • Excellent customer service experience, financial collection, general office administration and/or work with similar service program
  • Demonstrated leadership and supervisory experience
  • Valid Driver's License and acceptable driving record
  • Provide COVID-19 vaccination documentation
  • Complete all required background checks and pass drug test
