The East Bay Municipal Utility District’s (EBMUD’s) Water Supply Engineering Section is seeking an Associate Civil Engineer who is a motivated and energetic team player with experience in computer simulations, statistical analyses, project management, field investigations and evaluation of municipal water structures and facilities. The Associate Civil Engineer will also use his or her technical expertise to assess water supply and water quality impacts caused by capital projects and water operations in the Central Valley, the Delta, and the watersheds from where EBMUD has its water rights and hydropower license.


The most competitive candidates will have strong experience with creating, validating and applying models, documenting the process and results, and managing others in the process; strong written and oral communication skills that includes giving presentations to management; knowledge of California water rights issues; and an understanding of current water resources planning issues including water conservation and water recycling.


Some responsibilities include:

  • Developing and tracking water supply projections, and using these to make recommendations for system operation, reservoir routing, and water transfer.

  • Preparing presentations and memoranda to management and the public on the status of the water supply and planned raw water operations.

  • Communicating with resource agencies, stakeholders on the Mokelumne River, and stakeholders in the East Bay on the planned operation and conformance with regulations, rights, and agreements.

  • Performing a variety of engineering analyses in such diverse areas as hydraulics, hydrology, and statistics related to the planning, design, and operation of water supply facilities.

  • Making projections of water consumption and other growth factors by analyzing water use, land use, population, and related data.

  • Interfacing with work groups in Operations, Engineering, and Natural Resources to coordinate the raw water operation with consideration for the various concerns of each work group.

  • Reviewing proposed water rights, water agreements, legal decisions, regulations and legislation regarding the Mokelumne River and EBMUD water supply and conveyance facilities to determine technical accuracy and potential fiscal and operational impacts on EBMUD raw water operations, and making appropriate recommendations.

  • Reviewing engineering drawings, plans, computations, estimates and reports for operational impacts, and providing appropriate recommendations.

  • Conducting comprehensive civil engineering planning and operational studies of EBMUD's water sources; planning future water supply operations including aqueducts, terminal reservoirs, and power plants; estimating future water yields; and providing engineering data for power contracts and agreements with other water diverters. 

The salary range is $10,455 per month increasing to $10,978, $11,527, $12,103 and $12,708 after 6, 18, 30, and 42 months, respectively.

  1. A bachelor’s degree in an ABET-accredited civil or geotechnical engineering curriculum OR a California EIT Certificate.

  2. Four years of professional civil, geotechnical and/or sanitary engineering experience (subsequent to obtaining the degree), which is equivalent to two years of experience at EBMUD’s Assistant Engineer level.

  3. California registration as a Professional Civil Engineer.
