East Bay Municipal Utility District (EBMUD) invites qualified professionals to apply for the position of Associate Civil Engineer. There is currently one opening in the Water and Natural Resources Department administration group. Reporting to the Environmental Affairs Officer, the Associate Civil Engineer is the registered professional engineer level position on the EBMUD civil engineering career ladder.


The divisions within the Water and Natural Resources Department (WNRD) handle significant work to provide management and technical support to establish and maintain water rights, agreements, licenses, climate change adaptation strategies, and policies related to EBMUD’s water supply and resource management. The Natural Resources Department manages watershed lands and associated infrastructure in the East Bay and Mokelumne River watersheds, including the Mokelumne River Fish Hatchery. Additionally, staff within are responsible for analysis, advocacy, and representing EBMUD on Bay-Delta issues. Examples include levee protection, Water Quality Control Plan updates, and Delta Conveyance Project. Staff conducts engineering studies and technical analyses, as well as provides liaison services to both state and federal water and natural resources related regulatory agencies and government bodies. The department has a critical role in ensuring that EBMUD’s water right entitlements are protected, implementation and compliance with natural resources related regulatory agreements, administering and ensuring that EBMUD is in compliance with the Federal Energy Regulatory Commission’s (FERC) requirements, ensuring EBMUD is meeting state and federal regulations governing the overall water management.


Specific responsibilities for the Associate Civil Engineer (Water and Natural Resources Department) may include:

  • Planning, design, and construction oversight for infrastructure projects on watershed lands and recreation areas.

  • Developing strategic plan for infrastructure maintenance and replacement.

  • Preparing complete reports including computations, text, charts, sketches, conclusions, and recommendations for engineering projects.

  • Assisting in design and construction planning of aquatic and terrestrial habitat restoration projects involving floodplains, ponds, streams, and spawning gravel, including hydrologic analyses to support design and assess performance.

  • Administering outside consultant and general service contracts.

  • Leading and directing inter-disciplinary project teams.

  • Presenting project findings and results to management, staff, resource agencies, and the public.

  • Reviewing proposed regulations and legislation to determine technical accuracy and potential fiscal impact on EBMUD, and then making appropriate recommendations.

  • Representing EBMUD in forums related to Bay-Delta and water policy issues.

  • Preparing, reviewing, and commenting on environmental documentation, including EIR’s and environmental assessments. 

The ideal candidate will have experience in technical analysis of water supply, environmental documentation and processes; creating technical reports; project management; giving technical presentations, and working with other water agencies or state and federal water resources related agencies. The ideal candidate will also have knowledge in hydrology and hydraulics and have strong experience in performing hydrologic and hydraulic 1- and 2-D modeling and analysis under supervision or general direction toward the completion of aquatic restoration projects. As appropriate to the assignment, the ideal candidate will demonstrate proficiency in: project planning and management; oral and written communication skills; experience with environmental documents and complex reports; and engineering analyses for a variety of projects including some that are fully implemented.


The salary range is $10,455 per month increasing to $10,978, $11,527, $12,103 and $12,708 after 6, 18, 30 and 42 months, respectively.

1. A bachelor’s degree in an ABET-accredited civil engineering curriculum or a California EIT Certificate.

2. Four years of professional civil engineering experience (subsequent to obtaining the degree); and

3a. California registration as a Professional Civil Engineer.

3b. A valid California driver’s license and a satisfactory driving record.

4. Must possess the physical characteristics to perform the critical and important duties of the position including both office and field duties, and maintaining a physical condition necessary for sitting, standing, climbing steep stairs and ladders, or walking for prolonged periods of time. Must be willing to work overtime when needed.
