POSITION SUMMARY

The AIT Contracts Coordinator is responsible for managing the information technology contract life cycle, which includes changes and modifications and the enforcement of performance clauses, including incentives and remedies. The AIT Contracts Coordinator acts as the key contact and subject matter expert for all technology contract-related and Vender activities. This includes assisting with negotiating contract terms, conditions, modifications, incentives and remedies, while working with key stakeholders to ensure that their requirements are met. Additionally, this position coordinates the contract execution process, resolving problems, mitigating delays, assisting with audits, mediating disputes and escalating issues.

QUALIFICATIONS

EDUCATION: Bachelor's degree in related field. Master's degree preferred.

LICENSE/CERTIFICATION:

EXPERIENCE: Minimum of 3 years' experience with negotiating and managing contract life cycles, with an emphasis on technology or IT service agreements preferred- Or related field. Experience working with clinical and operational departments and knowledge of procurement and vendor management practices. Some knowledge of IT concepts and systems required. Strong written, verbal, presentation communication and interpersonal skill as well as detailed oriented required. Experience working in healthcare IT or legal Environment preferred

PERFORMANCE EXPECTATIONS
  • Works alongside clinical and operational leaders to assist with developing statements of work (SOWs) and be able to understand any current requests for information (RFIs), requests for quotations (RFQs) and requests for proposal (RFPs) that are in the pipeline.
  • Establish contract management objectives, procedures, templates and workflow processes for vendor contracts and deliverable schedules. Knowledge of the current contract management database that contains all executed contracts, as well as contracts that are under development but are not yet active. Moreover, track obligations, deliverables and contract change notes. Manage and control access to documents as appropriate.
  • Work with legal representatives to develop and insert appropriate legal protections in contracts, as warranted.
  • Work with all AIT teams to ensure that vendors are performing in accordance with existing requirements and regulatory obligations.
  • Develop a knowledge base of negotiating strategies and best practices. Make improvements to processes, procedures, workflow and organizational structures for contract management.
  • Support administering commercial and financial arrangements with vendors to include billing, invoicing, performance incentives and remedies, and internal chargebacks, where appropriate.
  • Work with legal, vendors and key stakeholders to establish clear contract change control processes.

  • Maintain strong relationships with IT managers, clinical and operational owners, IT procurement, and AtlantiCare procurement to support enterprise objectives, and jointly develop strategic sourcing strategies where appropriate.
  • Work with the AtlantiCare legal department to address internal contract-related complaints or disagreements from clinical or business operations or other internal stakeholders.
  • Effectively communicate a clear and concise contract overview (summary of key contract terms, risks, opportunities and service delivery guidelines) to key stakeholders, and provide clarity on contract elements when required.
  • Conduct contract review meetings to ensure delivery against objectives and contract budgets. Develop regular reports on contract milestones, execution and risk, and inform internal customers, vendors and management of activities and progress through regular written and verbal communication.

  • Manages simultaneous contracts of varying scope and cost.
  • Within IT, identifies savings opportunities and works with the AtlantiCare procurement to develop sourcing plans based on commodity, vendor or strategic initiative, documenting cost savings and process improvement activities.
  • Provides insight and suggestions for process and communication improvement between stakeholders.
  • Works with the AIT Budget Coordinator to validate, document, and present achieved savings for budgetary purposes.
  • Supports and maintains compliance with all hospital, regulatory, and legal guidelines regarding contracting.
  • Works collaboratively with all levels of IT and procurement staff.
  • Interfaces with AtlantiCare Legal Department to review contracts and proposals.
  • Participates in workgroups, forums, and professional societies to include participation in at least one workgroup per year.
  • Basic understanding of technology commodity contracting, including the full contracting lifecycle, contract language, terms and conditions.
  • Understands and interprets financial analysis such as contract cost impact statement and pricing comparison.
  • Proactively reviews contract renewals spend data to determine new areas for cost saving or services enhance current contracts.

  • WORK ENVIRONMENT

    This position requires ability to perform visual inspection and lifting less than 10 pounds. This position works with computer terminal, fax machine, copier, and telephone.
