**About the Financial Control Oversight Group (FCO)**

FCO has firm-wide responsibility for ensuring appropriateness of externally reported financial information. The group works closely with several internal control functions within the Business and Finance Organizations, Operational Risk, Compliance, Corporate Audit and the Company’s external Auditors. With a team of over 150 Global Finance Control Professionals, reporting into the Chief Accounting Officer Organization, key responsibilities of the group include:

+ Enterprise-wide Internal Control over Financial Reporting: Managing Sarbanes-Oxley 404 Compliance, Disclosure Controls and Procedures (DCP) and FDICIA Compliance.

+ Enterprise-wide Internal Control over Regulatory Reporting: Managing the Bank’s financial regulatory reporting control oversight program, including CFO Attestation to support the US Federal Reserve Bank filings for Capital & Stress Testing (FR Y-14 A/Q/M). Program also covers Transaction Testing (source to report) over the FR Y-14 Q/M reports.

+ Enterprise-wide Reconciliations Governance: Governance over general ledger account reconciliations, manual journal entries, and Bank Account Control Management.

+ Operational Risk Management for Finance: Quality Assurance, RCSA, End User Computing and Models Compliance, Operational Risk Reporting, Key Risk Indicators, Business Continuity, Records Management, Vendor Management, etc.

+ Line of Business Finance Control Oversight: Supporting the internal control framework for the Business & Regional CFOs organizations, including Global Banking & Markets, Global Consumer, Wealth & Investment Management Finance functions.

LOB Controls Oversight is responsible for the finance control framework, operating in both an advisory and oversight capacity. Primarily a project-oriented team, with a dynamic portfolio of initiatives designed to evaluate and mitigate financial and operational risk in an evolving regulatory climate. With a global scope, the team works in close partnership with Business Unit Finance, Legal Entity and Corporate Controllers, Global Reconciliation Governance, Regulatory Reporting, Operations, Risk and Audit (internal and external).

**Scope of Responsibilities:**

+ Ensuring that a robust proactive quality assurance framework is established for the Finance organization to identify, assess and mitigate risk.

+ Identifying and employing appropriate metrics and enhancing existing metric reporting to be more predictive in nature and create an objective basis for management conclusions around the health of internal processes.

+ Driving consistent view of risks, gaps and necessary mitigation actions resulting from quality assurance activities by partnering with key Finance stakeholders as well as counterparts in Operational Risk, Compliance, Corporate Audit and others.

+ Coordinating various monthly and quarterly control routines - e.g. month end close monitoring, attestations, etc.

+ Provide support to critical Business Continuity Planning (BCP) function, which includes coordination of program deliverables, testing, event preparation and recovery planning, etc.

+ Ad hoc projects and initiatives

**Knowledge, Skills and Key Leadership Characteristics:**

+ 3+ years of relevant experience, specifically in areas of accounting and finance in a large, fast-paced, results-oriented company with a demonstrated history of success.

+ Effective partnering skills enabling navigation of the complexities associated with aligning stakeholders, building consensus and resolving conflicts; proven ability to influence peers/stakeholders and representatives across multiple groups.

+ Ability to communicate complex ideas in a clear and concise manner, influencing the opinions and actions of key stakeholders and gaining their trust; experience in effectively interacting with senior management.

+ Highly developed project-management skills; ability to handle multiple priorities in a fast paced environment.

+ Strong working knowledge of Excel

+ Basic knowledge of Accounting and Finance

+ Attention to detail
